Follow instructions: UXTheme Patcher This helps Windows install 3rd party themes. Reboot. Download Luna Element 5 and install. Luna element includes Blue, Blue Compact, Black, Black Compact, and a ahem penguin theme. Choose any of the skins you like, I like Luna Element Blue.
