we windows users call it "google a program to do what microsoft can't"
anything usefull on a windows user's computer is probably not developed by microsoft. except word. word is good....maybe excel.

yeah, microsoft isnt all bad. But, you'd think at some point they'd work on upgrading Paint a little. its probably the worst photo editor/drawing prog./art prog. ever.

no, just changes the permissions of files, making them readable, writable or executable to the public, a special group( usually like a dev team), or the author.
does not make something an exe.

oh, and an answer to your question, there is a way, but I forgot...

Can you just right-click on the file, then go to the "Security" tab? That will give you control for read/write/execute and such.

If you would still like the functionality of chmod on Windows from the command line, I use UnxUtils, which are GNU utilities recompiled for use on Win32. It's very helpful, and lets me have ls, chmod, grep, etc, all on my Windows command line.

Cheers!

But it's simple, I have made some really cool stuff with Paint. I think it should be updated on a few things (like the wand tool in Photoshop, and a really good JPEG exporter). But the most important thing is simplicity IMHO.
