You'd probably have to buy something that allows for that, like they sell here:

Anything connected with creating/editing pdf files usually costs a bundle.

tis true..

if you need a viewer, just download a free one..
if you are editing/using that file, pick another format..

Check out the Acrobat SDK. It's a free download.

Btw, the Acrobat SDK only allows you to interact with and customize Acrobat and Adobe Reader.
